About Moundsville Housing Authority

Moundsville Housing Authority is a non-profit agency created by Resolution of the Council of the City of Moundsville in 196.

The Board of Commissioners are civic minded volunteers appointed by the City Manager of the City of Moundsville. These commissioners serve five year terms and may be reappointed.



The current Board serving the housing authority are:

Fred Oelschlager, Chairman - Serving since 25

Bill Hinegardner, Vice-Chairman - Serving since 28

Dorothy Petros, Commissioner - Serving since 26

Jack Phillips, Commissioner - Serving since 27

Marilyn Carlsen, Commissioner - Serving since 28

Many residents of Moundsville have served on our Board of Commissioners over the years. The agency has had nine Executive Directors.

Our scattered site projects consisting of 76 family units and 4 elderly/disabled units were constructed in 1966. These sites are known as Kermit, Gatts and Francine Courts, and Dorsey Street/Burley Court. The Golden Towers, a seven story high-rise consisting of 93 units for elderly/disabled, was built in 197. The Helfer Pavilion, a mid-rise consisting of 39 units was constructed in 1981.


Mission Statement

The mission of the Moundsville Housing Authority is to promote adequate affordable housing and economic self-sufficiency opportunities for low to moderate income residents in the City of Moundsville and the Marshall County area in a fiscally sound manner free from discrimination.
